Can it join an .avi video with a different frame rate? Would appreciate if anyone replies.

No it doesn't. It's good to join splits of the same video. For different frame rates I use Audition.

When I try to cut an .mp4 format, it loses its sound. How can I fix this?

Free Video Cutter Joiner asks for personal information and if you aren't willing to give to them the program installation, it does not work. I also tried to install it giving false info and it still does not work. I'm still using good old Windows XP.
